CHAPTER I
INTRODUCTION
A. Background
Preparation
of Indonesian National Occupational Competency Standards (SKKNI) is a
necessity for the enactment of Law No. 20 Year 2003 on National
Education System whose content development and implementation of
competency-based curriculum. In
connection with the above Consortium Hospitality on course and
Institutional Development Directorate, Directorate General of Special
Education School, Ministry of National Education Steakholder associated
with the preparation of Indonesian National Occupational Competency
Standards Cakes and Bread (Pastry and Bakery.) Cakes and Bread (Pastry
and Bakery) is a profession that has a job with a different variety. Among
the jobs that can be fostered and developed by professional enthusiasts
ranging from the simple to the International insightful like, Pastry
& Bakery. Because food is a necessity, because without food people can not work. Then the food business is a business that is much-loved by the community members. Thus
need to be prepared and the enactment of the National Occupational
Competency Standards Indonesian Food Service Business fields that can be
used as
references to produce a professional culinary entrepreneurs, qualified and able to compete.
B. Destination
Preparation
of Work Competency Standards International Indonesia (SKKNI) in the
service sector aims to develop a catering service to work in the field
of services catering to explore and exploit maximum individual potential so as to meet the needs of the community, include:
1. Education and training institutions
As
a reference in the organization of training, coaching and curriculum
development and preparation of food businesses in the service module.
2. Regulatory Event (Event Organizer).
As a reference in developing a food business services relevant to the demands of creativity and innovation in a global world.
3. Public
As a guideline for community members who want to work in the field of food service business in a professional manner.
4. Penyeleggara Institutions Examination and Certification As a guide to conduct examinations and granting certification in the food business
5. Government
As a reference for policy planning and drafting a new policy palayanan services related to the food business.
C. The use of National Occupational Standards competency Indonesia
Work
Competency Standards International Indonesia, which has been prepared
and approved by the stakeholders will be implied if the perceived
benefits consistently. The Occupational Competency Standards serve as a reference for:
- Develop description of the activities to be performed
- Establish and develop a program of education, training and human resources
- Assess individual performance

Mememproleh professional certification of competence in the workplace
under their control in accordance with established standards, then a food services business manager has the ability to:
- Plan an activity in managing the catering business
- Analyze the source, the existing infrastructure
- Conducting market survey
- Carry out activities, addressing a variety of issues that arise during the implementation process and take decisions
D. Work Competency Standards format Internasional Indonesia
International Occupational Competency Standards format Indonesian food industry sub-sector refers to the Food Service Business;
1. Law
No. 20 of 2003 on the national education system in this legislation
explained that the development of the curriculum is done with reference
to the national standard. Curriculum at all levels and
type of education developed by the principles of diversification according to the education unit and potential learners.
2. Indonesian
Government Regulation No. 19 Year 2005 on National Education Standards
which states that the Rules of Non-formal Education in the form of
courses of training institutions use competency-based curriculum that
includes life skills education and skills.
3. Decree
of the Minister of Manpower and Transmigration No. 227/Men/2003 about
fixing Indonesian National Occupational Competency Standards.
